This book of Professor Allan R. Brewer-Carías, with a Foreword by Professor Gustavo Urdaneta Troconis, and texts as Prologue, by Professors Carlos Ayala Corao and Rafael Badell Madrid, contains a series of studies with New Reflections by the author on democracy, which continues to be the priority issue at the present time in Venezuela, on the 215th anniversary of its Independence. Particularly after the forced termination, as of January 3, 2026, of the usurpation presided over by Nicolás Maduro, and after the temporary substitution of its forced absence by its Vice President, became an absolute fault that only a free, plural, reliable and verifiable presidential election can allow the legitimacy of the government that the country needs to be restored. The only way to reestablish a State that has been destroyed for the last 25 years, and to address the tragic devastation of the earthquake of June 24, 2026.
The book thus brings together several recent reflections by the author on the right to democracy (reflections for Salamanca and Bogotá); on the role of the Constitutional Judge in the destruction of the representative democratic principle (Reflections for Trujillo and Toledo); on the rule of law and its disintegration under the authoritarian regime (Reflection for Mexico); on the attempts to replace representative democracy with a supposed "participatory democracy" (Reflection in New York); on the rule of law. popular sovereignty, republicanism and democracy at the beginning of Independence (Reflection in New York); on the re-institutionalization of the democratic rule of law and the necessary deregulation (Reflection for Caracas); about. judges before law and democracy (reflection for Mexico); and on judicial dictatorship, law fare and the criminalization of politics (Reflection for Miam). The book concludes with a postscipta: on the "decree of a state of emergency" issued on the occasion of the earthquake of June 24, 2026 and its regrettable and unnecessary unconstitutionality (Reflection in New York), and on the end of the substitution of the temporary absence or forced absence of Nicolás Maduro, and given his absolute absence as of July 3, 2026, the need for a democratic transition (Reflection in New York).
