About This Book
This book by Professor Humberto Romero Muci is a re-edition of the book Contribution to the Study of the Action of Lack in Venezuelan Administrative Litigation, a text that in its time (1989) represented a fundamental contribution to the understanding of this procedural instrument designed to counteract the unlawful inactivity of the Administration. The work details how the jurisprudential construction of the 80s served as an effective remedy for the protection of citizens against such inactivity.
The relevance of this reissue lies, precisely, in the sharp contrast between those advances and the subsequent regression of judicial control during the last 25 years. In this way, the publication not only stands as a testimony to an ideal of justice, but also lays the foundations for the future reconstruction of legal institutions and control over administrative inactivity, while claiming the importance of an autonomous, insightful and avant-garde judiciary.
