About This Book
This book of Professor Allan R. Brewer-Carías refers to the constituent process that took place in Venezuela in 1999, following two decisions of the Supreme Court, which lead to the convening of a National Constituent Assembly not established in the 1961 Constitution. Such Assembly, assumed in violation of the Constitution all powers of the State giving a "constituent coup d'État," dislacing all the constituted powers.
