This book is, basically, a reprint of the book of Professor Allan R. Brewer-Carías: Estudios sobre la reforma administrativa que se publicó en 1980 por la Biblioteca de la Universidad Central de Venezuela (Colección Ciencias Económicas y Sociales XXIII), in which he compiled all his personal reflections throughout the process before, during and after the work of conception and development of the Administrative Reform plan in Venezuela that he directed from the presidency of the Public Administration Commission of the Presidency of the Republic between 1969 and 1972; a work that resulted in the preparation of the Informe sobre la Reforma de la Administración Pública de 1972, 2 volúmenes, Comisión de Administración Pública, Caracas 1972 (Vol. I, 645 pp. y Vol 2, 62,1 pp.). The book groups 36 studies tclasified in the following Parts: A Presentación a la Reprint of 2026: On the study on the problems of Public Administration and the capacity for action of the State in Latin America (1995). Introduction: Public Administration for the XXI Century (1973). Part One: The Venezuelan Experience in Administrative Reform: 1969-1972, which includes 14 studies on the initial approaches; the general criteria and progress of the Administrative Reform process. Part Two: The Approaches to Venezuelan Administrative Reform, which includes 6 studies on aspects of Administrative Reform at the National Level (The reform of the Public Service; The Macro-Administrative Reform; and the reform of the Decentralized Administration); Administrative Regionalization and some aspects of the reform at the state and local levels. Third Part: Evaluation and perspectives of the Venezuelan experience, where 7 studies on it are collected. Appendices, with five studies that gave rise to government documents on Administrative Reform; and a Colophon, on the beginning of everything by the author, with his pioneering study on The transformations of Public Administration for development (1968).
