The Aliens Enemies Act of 1798, the War on Drugs, and the Stalking of Federal Judges,” by Professor Allan R. Brewer-Carías, is the constitutional chronicle of the judicial control of the Proclamation issued by President Donald J. Trump on March 14, 2025, invoking the Aliens Enemies Act of 1798, through which he ordered the mass deportation of Venezuelan migrants, without any guarantee of due process, who were detained for immigration issues in U.S. territory, because being considered members of a criminal gang called Tren de Aragua, which had previously been declared a terrorist organization, and who were sent without their knowledge to a prison in El Salvador. The Executive decision gave rise to an avalanche of appeals before Federal Courts, and to the adoption of multiple and varied decisions by them, Courts of Appeals and even the Supreme Court; before and after the Venezuelan detainees in El Salvador were released in a prisoner exchange
