About This Book
This book is a recollection of various Papers and articles notes written by Professor Allan R. Brewer-Carías, at different times, on recent constituent processes that were executed or projected in Latin America, in particular, in Colombia (1991), Venezuela (1999), Ecuador (2007), Honduras (2009), Peru (2020) and Chile (2022). Emphasis is made on the Venezuelan process of 1999, where power was seized through a populist constituent process that led to the convening of a Constituent Assembly without support in the then in force Constitution; a process whose trends were later followed with disastrous consequences typical of constitutional populism in Ecuador, Bolivia, and even tried to be executed in Honduras.
