The very serious and treacherous terrorist attack by Hamas – treacherous like any act of terror – to blind the lives and personal integrity of the inhabitants of Israel and its executors celebrate it, as a phase that follows the war of aggression of the Russian president, Vladimir Putin against the Ukrainian people, has motivated the author of this book, Asdrúbal Aguiar A., writer, academic, professor of international law, who was an Inter-American judge, ambassador, governor, minister and president in charge of Venezuela, to reread and edit the essays that form it. He explains that such events have revived in him the crucial moments at the beginning of the current century, when together with a group of intellectuals and diplomats, some of whom have died, they endeavored, at the request of the director general of UNESCO, to draft a frustrated project of Universal declaration on the human right to peace. The two texts, “Ethical and normative profiles of the human right to peace” and “Peace, a human right”, were in fact developed during the genesis of this time detached from places and time, by cultivating the instantaneity that delocalizes and dehumanizes, extinguishing all sense of transcendence. “Perhaps they help or serve as an instrument of reflection and criticism for those who aspire – according to the Ortega turn – to capture the forest without stopping to look at the obvious trees.”
