This book of Professor Allan R. Brewer-Çarías, studies the the vicissitudes that took place on the occasion of (i) the convening of the consultative referendum on the issue of the claim of the Essequibo Territory against Guyana, on October 2023, which he considered as an erroneous, unconstitutional, useless, inconvenient, inopportune, irresponsible and contrary to the interests of the country; studying, in particular, (ii) the unconstitutional declaration of the "constitutionality" of the questions of the referendum by the Constitutional Chamber of the Supreme Court of Justice on October 31, 2023; (iii) the incidental proceedings before the International Court of Justice in response to the request filed on October 30, 2023 by the Cooperative Republic of Guyana for that Court to issue provisional measures against the aforementioned consultative referendum; (iv) the unconstitutional judgment issued by the same Constitutional Chamber of the Supreme Court on November 16, 2023 against the threat of violation of the Republic's right to sovereignty and territorial integrity and the citizen's right to political participation by the International Court of Justice and Guyana, on the occasion of its request for preliminary measures filed by Guyana before it, against the consultative referendum on the question of Guiana Essequiba; (v) the judgment dated December 1, 2023 issued by the International Court of Justice imposing orders with provisional measures on Venezuela and Guyana; (vi) the holding of the consultative referendum of December 3, 2023 and the measures announced for its implementation, with particular reference to the draft Law for the creation of the State of Guayana Esequiba (vii) the necessary reversal derived from the international reaction that occurred with all this, and which led to the signing of an international non-aggression agreement between Guyana and Venezuela on December 14, 2023 and, as a consequence of all this, (viii) the necessary and indispensable defense of Venezuela's rights before the International Court of Justice
