The book is published by the Spanish Chapter of the Constitutional Bloc of Venezuela, which instituted the International Inter-Academic Chair of Procedural and Constitutional Law Dr. José Gabriel Sarmiento Núñez who was a prominent Venezuelan jurist, Judge of the Political-Administrative Chamber of the Supreme Court of Justice, President of the Judicial Council, President of the Inter-American Bar Association, President of Venezuelan Bar Associations) and Presidente del Colegio de Abogados del Distrito Federal (President of Caracas Bar Association), positions that he held within the framework of the Rule of Law regulated by the Constitution of 1961.
